Background of the EO Survey
The EO Survey was in effect between November 13, 2000 when the Office of Federal Contract Compliance Programs (OFCCP) published a final rule (165 FR 68046) to September 8, 2006, when it was eliminated. A relatively short life in terms of bureaucracy.
The survey had a price tag of $ 6 million to the companies to fill it out and send it and $ 356,000 average per year to the OFCCP (read the taxpayer) for the processing, without counting the cost for data analysis, reports, etc. Which is expensive, when taken into account that the OFCCP can collect the same data from other sources, namely EEO-1 and EO-2 Reports and desk audits of the Affirmative Action Plans.
So, why the EO Survey was required on first place? The EO Survey collected information about personnel activities,
compensation and tenure data, and certain information about the contractor's affirmative action program. The OFCCP required that all government contractors, except construction employers, send the survey every year. So far, between 2000 and 2004 83,000 EO Surveys were mailed by the OFCCP.
